Copyright for the Harry Potter books belong to J.K. Rowling and anything to do with the film adaptations belong to Warner Bros. It might depend what it is you want to write. If it is a parody of the books, then one already exists by Michael Gerber, with the Barry Trotter series.

However, you can write fanfiction, which involves using characters from the Harry Potter books and placing them in your own stories. The internet offers a wide range of fanfiction sites, which allows users to publish their own stories based on books, and people can review each other's work and give feedback. Fanfiction.net and fictionalley.org are just a few of the sites that publish Harry Potter fanfiction.

The only way you are likely to get anything published properly based on the books i.e not fanfiction, is perhaps by writing an analysis of the books, as there are many of these around, though you may have to get permission.
