It absolutely can, which i only just learned first-hand last night. A friend brought his two dogs over, and one of them reacted as intensely as my cats, if not moreso. She was blissfully rolling around on the floor, completely bonkers, and then laying in bizarre positions quite unlike anything else i've seen her do. The other dog (the "stoned" dog's mother) had no reaction.
