No you should. However, if it is due to parental neglect, lack of supervision, or if it is a crime with financial repercussions then it is the parents that need to take responsibility. Children are the parents responsibility, not just to care for and to raise but any action that they take is also a parent's responsibility and therefore any consequences that the child cannot reasonably satisfy themselves it falls to the parents to pick up the slack.

No, and I don't think that it is fair of the government to try to take that much control of the childrens and the parents lives like that. I do however think that the children should be punished for the crime if they did it. Hope this helps.
