First turnoff the water under the sink.then remove the faucet nobsand then the base.under the base you will find a ruber washer remove it take it to a hardware store and find one that matches.Buy the new one clean under the base so there is no residue, place the new one in the base carefully place the base back down snug up the nuts.Put the handles back on and turn the water back on.if everything is done right water will flow through the faucet and not from under the base. Good luck sometimes things do not go as planned the first time.

Having been in your situation, I would recommend a trip to the hardware store, Lowes, or Home Depot and buy a new faucet. Often, if you do one thing wrong during a repair job and you're right back where you started, and usually wind up replacing the faucet anyway. A brand new, medium grade faucet, should run you about $30.
