Well this will really depend on which part of the world you are wanting to migrate to, and the rules and regulations there. However, today the world has become quite an open place and many countries have opened their doors for foreign students to study. Universities in most countries, allow students to apply for an admission and if you fulfill the requirements of the university, you will get an admission. The admission requirements will vary from one university to another and specific requirements should be obtained from the universities of your choice. Some countries make it mandatory for foreign students to also pass a test of English such as 'TOEFL' before they can apply to the universities. Once admission to a university is obtained, you can approach the embassy of the specific country for a visa. You have to fulfill the requirements for getting a student visa which may sometimes require you to show sources of financial support during your stay abroad. If finance is an issue, you should apply for scholarship from specific universities. Obtaining a scholarship from a US university will require high grades in the previous examinations and course of study also getting a high score in tests such as 'SAT' and 'GRE' will increase your chances of getting a scholarship.
Once you obtain a student visa you can go and join the university wherefrom you have gotten the admission. After obtaining your degree, you will have to try to get a job with a company who will do the necessary paper work for you to become a permanent resident of the country.
