Well, actually its called rout 224, and you cant get there until you beat the elite 4. There used to be this dude standing outside a door over closer to the end of victory road, but after you beat the E4, he will be gone. Go into that little cave and then you need to defog the cave and then there will be a girl standing there. She will come with you to the end of the cave, and out the entrance and you will be at route 224 (A.K.A. Shaymin cave).
