Im not sure since i got mystery gift after i completed the game, however rotom is obtainable after you beat the gym leader Gardenia and to get rotoms other forms you need a secret key which you can only get as a mystery gift.
So you may be able to get mystery gift after beating the Grass Gym since you obtain it through Jubilife city and giving a 'secret code' to a director man on the 3rd floor of the tv station
the code is
EVERYONE HAPPY
then the next part is
Wi-Fi CONNECTION
as long as you save it, the next time you turn it on you will have the option on the menu screen of mystery gift.

You can get it when ever you want all you have to do is, go to a poke' mart, go to the little piece of paper near the employee, and fill in "link together with all." When you finish the employee should notice and tell you more info on it
