      Certain cake recipes call for cake flour because of the texture of the cake.  All purpose flour can be substituted in many - but it does change the texture of the cake.

      You can make your own cake flour:

      To make cake flour out of regular flour:

      2 tbsp. Cornstarch
      1/2 tsp. Baking powder

      Fill rest of cup with all purpose flour and sift 12 times.

      Some recipes for Victorian Sponge Cake call for self-rising cake flour - in that case
      add an additional 1 teaspoon of baking powder and 1/2 teaspoon salt to cup before adding flour; sift as stated.  (that is for each cup of self-rising cake flour required)
