If you have contacted the seller about your item and they haven't responded, then yes, you should leave negative feedback.

If they are a proper business selling their products on Amazon, then they should have the decency to contact you informing you of a delay.

That said, they could have sent it a while back and it somehow hasn't reached you. Try contacting them. If they don't respond, then you should leave negative feedback in order to warn other customers.

It also depends how long you have been waiting. If you purchased your item from a seller abroad, then it could take at least two weeks for the item to arrive. If it was from a seller in the same country, then any more than two weeks does seem unusual.

You could contact Amazon. they may be able to help you to retrieve the money that you have spent.

In future, always check how good the seller's feedback is before you purchase anything from them.

Yes, you should definitely do that. It is more than likely that it was not Anazon's fault as such, but rather the dispatch-service they chose. In any case, Amazon carries the responsibility for timely delivery within a reasonable time-span. Why I'm presuming, that it's not Amazon's fault is the fact, that Amazon does send you an e-mail if a book is not in stock, together with the new, presumed delivery time. They even give you the option to cancel your order, because of this delay. In one case, my delivery time was prolonged several times, at the 2nd prolongation they offered a small compensation in form of a small bonus, which was doubled at the 3rd prolongation.
Keep your letter polite and keep to the facts and your emotions out. The company can only change its way when they actually are informed about poor service, and will even be grateful (maybe even with a bonus!); by and large, Amazon is customer oriented!
