    It depends on what you are trying to show.

    You might want a scale that ranges from 35 to 75,
    or one that ranges from 30 to 80,
    or one that ranges from 0 to 100.

    The 0-100 scale covers the range 13-92 that represents three standard deviations from the mean of 52 1/3. This might be a scale you would choose for a run chart of a production process that produces these numbers.

    You would also choose a 0-based scale if the relative size of these numbers is important. (Choosing a scale based at 30 or 35 greatly exaggerates the value of 72 relative to 37.)
