    Because there is more oxygen there.

        Concentration of oxygen is stronger at the water surface. Your fish may be suffering from ammonia spikes or nitrite spikes. If your fish is swimming upside down at the top of the tank, then you may have a constipated goldfish. Regardless, it sounds like you need to perform a 50 percent tank cleaning and check your filter pump to make sure it has good water flow.
