    You have asked about the behavior of metal. Metal is not essentially a magnet or a magnetic material. In normal state the metal does not contain any flux also. The reason which makes a metal magnetic or flux passing material is the arrangement of the atoms in the metal. Metals usually contain much less electrons in their valance shells. So they emit the electrons during the bonding to complete the octal rule (or rule of two if there is possibility of only two electrons in outer most shell of an atom). Some magnetic materials are also ferromagnetic materials.

    Ferromagnetic materials are those materials which become a magnet if a current is passing through them. The alignment of domains is also a parameter on which flux induced in a material depends. Flux is a quantity which directly relates to the magnetic field applied to the magnetic materials. Metal is neither the magnet nor it is the flux. These both things relate to the metals. Magnet attracts the metals while magnetic flux is similar to the voltage in the electric fields. So these two parameters are dependent on the alignment of the domains in metal.
