I do not know the answer but you can contact bethesda softworks and ask them what mite be preventing it from loading and running...

They are not asking why yours works. They are asking why theirs does not load and run on their computer....there are to many possible answers to the question so i directed them to the game maker, tech support for common problems of this game...
