Can You Give An Example Of Someone Who Would Not Be Included In The Unemployment Rate?

    On the EDD web page in California it says,"The first eligible week for the new benefits is the week starting Sunday Nov.8,2009. Any time spent unemployed and without benefits before then is not covered by the new federal legislation. Although the new extensions do provide the potential for up to 20 additional weeks of benefits for higher unemployment states, including California, it's likely six weeks of those benefits won't be available due to pending federal filing deadlines at the end of the year.
    I have no idea what all that means. All I know is there are millions waiting for this, and now they say were not eligible? If anyone knows the answer to this please tell me.What this means to all of us sitting here and have worked so hard contacting all the senators, and the ones who are desperate with no money no jobs, and we just get the rugged pulled out from under us.
