I would wear shorts in the winter because you can wear loads of other warm clothing as well as the shorts, whereas cashmere sweats would just make you too hot and sweaty to really do, well, anything. You can't make yourself colder whilst wearing cashmere sweats but you can make yourself warmer in shorts.
