A universal solvent is something which has the ability to absorb both acids and bases. Water is an excellent example of a universal solvent. This is because water has no ions(charge overall) and is polar(that is there is charge difference present within the molecule). This gives water a neutral charge, with a pH of 7 and can therefore dissolve into both acids and bases.

That would be true on Earth. If a planet was cold enough for ammonia, NH3 to be liquid, it would also be a great universal solvent. It is hypothesized life might exist on such a world where there are oceans of liquid, very cold liquid NH3.
