Iran has a Henley Visa Restriction Index of 14. This means that there are 14 countries that Iranian passport holders can visit without a visa. This is one of the lowest Henley Visa Restriction scores and Iran ranks as 82nd (of 83) in terms of 'international travel freedom'. Within Africa, Iranian passport holders can travel, without a visa, to Dijibouti, Madagascar, Seychelles, Togo and Uganda. In each of these places, Iranians will be issued with a visa on arrival that will last anything between 7 days and 6 months, depending on the destination. In the Americas visa-free travel can be made to Dominica for 21 days and Haiti for 3 months. Asia offers the most travel freedom for Iranian passport holders without visas. In the continent it is possible to travel to Azerbaijan, Armenia, Bangladesh, Indonesia, Laos, Macau, the Maldives, Malaysia, Nepal, Timor-Leste, Sri Lanka and Turkey. The short-term tourist visit visas that are issued on arrival can vary from 15 days up to 3 months. Travelling within Oceania without a visa can be done to the Cook Islands, the Federated States of Micronesia, Niue and Palau. For all destinations within Oceania, temporary visas are issued for 30 or 31 days.

There are exemptions made for Iranians who are permanent residents of Canada or the United States. These residents are able to travel without a viso to all of the countries listed above in addition to Aruba, Bahamas, Bermuda, Canada, Costa Rica, Dominican Republic, Jamaica, Liechtenstein, Mexico, the Netherlands, Nicaragua and Switzerland. While Aruba can only be visited for 14 days, Iranian US residents are able to travel to Mexico visa-free for up to 180 days.

The Henley Visa Restriction Index helps play an important role in controlling the movement of foreign nationals across borders. Visa requirements can express the relationships between individual nations as well as reflect the status of a country and its relationships within the international community.

Good question I would also like to know the whole list.
I know you don't need a visa or you can get one on arrival for the following countries:
Malaysia, turkey, sri-lanka, peru, Indonesia, Nepal

Iranians didn't need a visa for Japan until a while back but it's temporarily suspended.
