I Flush My Toilet But The Water Won't Go Down And I Used A Snake But It Still Won't Go Down. The Water Just Continue To Run Slow And I Have To Continue To Empty The Toilet Manually Or It Will Flood My Bathroom Floor, Why?

Turn the water supply valve off behind the toilet until you can get the clog cleared.
You may have to snake the vent up on the roof in order to unclog the drainage system.
  Are you able to run the snake a good ways down the toilet? If not, there may be something stuck in the toilet. If this is the case, you will need to purchase a new wax ring, unbolt the toilet from the floor, remove it and check the drain to see if it is clear.
Put the new wax ring in place before re-seating the toilet.
