    This is a totally normal behavior for these birds and does not always mean that they are going to lay eggs. This behavior comes naturally to most birds, and , sometimes they just do it just to be doing something. This is a very normal nesting behavior.

      My African grey does that and my mom says it's only because she is bored. My bird never lays eggs so i don't think that's the reason why your bird is tearing up paper.
