OSI has basically seven layers .What happens is that each layer can communicate with the other layer, if it has certain protocols. Working of the OSI layer is described below:
First the packet goes to the application layer, and then it goes to the presentation layer down to the physical layer. At the physical layer it is send to the other application on its physical layer, and the same procedure is followed on the other end.

No, this is not possible that one layer interacts with any other layer of the other device. For example application layer will just communicate with the application layer of the other device and this is not possible that the application layer interfere with the working of the physical layer.
