In The State Of Pennsylvania, Who Is Responsible For Cleaning The Carpets If A Tenant Has Lived At The Property For 3 Years?

We have lived at a apartment for over three years and have currently moved, now our landlord is trying to charge us $150.00 to clean the carpets and $100 to paint the place, when we left we did do touch up painting, but we thought between each tenant the landlord was responsible for painting and cleaning the carpets. Are we wrong?? Who is responsible??
