    Valence electrons are electrons in the outermost part of an atom.  They determine how easily the atom can react with other atoms and determine how stable the atom is.  They have the ability to jump into different orbits and give off photons, as do the other electrons.

      Those would be homotrons, the queer electrons that keep blowing the fuses. I'm sorry, I saw the question and couldn't resist. I can't help you. Its been so long since I was in electrical class. Thats the kind of things people tend to forget once out of the classroom.
