Vietnam has had a tumultuous political existence as a nation since then. In 1992, A new constitution was brought in, And the communist forces still retained their grip on governance, In the form of the Communist Party of Vietnam. According to the new constitution, Though there is a proper model of governance and a National Assembly as well, The Communist Party of Vietnam still plays the stellar role in the governance of the country. It basically oversees all the political and administrative happenings in the country. That is what makes Vietnam a communist state.

For a Nation under the control of another Nation, Communism seemed the way to go. During World War II, the Japanese occupied Vietnam,Which further roused nationalist sentiments. At the end of World War II, the Vietnamese communists under Ho Chi Minh announced the formation of the independent Democratic Republic of Vietnam (2 September, 1945).
The French clung on, and finally had to officially leave following the signing of the Agreement on the Cessation of Hostilities in Vietnam on 29 July, 1954, After losing a battle at Dien Bien Phu. At this time Vietnam was effectively partitioned into communist North Vietnam and non communist South Vietnam. The North Vietnamese started their campaign of taking over South Vietnam, And despite American intervention (the infamous Vietnam war), Finally succeeded in unifying the two under communist rule and forming the Socialist Republic of Vietnam on 2 July, 1976.
