What Is The Difference Between Substantive Law And Procedural Law?

    Substantive law defines the rights and duties of the parties and provides a basis for imposing sanctions. So a normal substantive law looks like "if you do this, then this will happen to you", "if you commit murder, you will go to jail."

    procedural law is a mechanism to enforce the rights and duties created by substantive law. All procedural law must satisfy procedural due process of law. So for example, a procedural law outlines how lawsuits are laid out so that the defendant won't be deprived of life, liberty, or property w/o due process.
