Usually the word beak is used to signify the part of a bird's body that is used to eat and to hold the food. Birds not only hold their food or eat food with beak but also they segregate eatables from non-eatable things. It is this use of beak that prompts people to use the word beak when they want to signify a judge.

The work a judge does is that to find out the truth from all the evidences presented to him and then he takes the decision in favour of the person that he thinks is right. A bird use its beak to serve this very purpose when it is trying to throw out the rubbish and eat only what is good. The bird not only eats but provides the good food to its kids also. The judge does the same with a good decision when he sets the example with his good decision for every one to follow.
