Have you considered asking him out?  It does not have to be a real date.  Get a group of your friends together and make plans to go someplace that you all could go and just have some fun...miniature golf, skating, the park for a picnic and a ball game.    If you are in school, go to a basketball game and then go get a hamburger or something like that.  Do something that is casual and you can all go.  Ask him if he would like to go with the group and make it dutch treat (everyone pays their own way).  Let your friends know that you want to sit by him or if it is a game that you participate in that you want your turn right after his etc.  As Gettowork said, don't hoover but do be available.

Spend time talking to him when you see him.  Don't "hover" around him, but make yourself approachable.
