At 5 weeks old, any puppy should still be nursing from its mother but should also be eating some form of puppy food. Cheaper brands are poor in quality, so make sure to feed a decent brand of puppy food if you want a healthy growing puppy.

If it will eat feed it food but put like milk or something in it to soften it and put it in the mic. Until it gets softer let it set until it cools and then give it to the pup.

We have 12 four week old pups and they already eat the small food like the little pebble like food.
