You know, the more you think about it, the harder it will be. If you plan on it, and try too hard, it may come out all wrong. I find the best way is spontaneous. Not sit down, i have to talk to you sort of thing, but in the middle of a fun day, just turn and say with a smile, I love you, ten to one, you will get the same reaction back. Or a kiss goodnight is a great time.  Like I say, even something sweet like going to a cookie shop and have them write I love you in red frosting would be a pleasant surprise without the pressure of expecting an answer right away.
