I would go to the grocery store and pick up some white distilled vinegar. Then I would give the cat a vinegar water bath. It is very soothing to the skin and isn't harsh like soaps. Bugs don't seem to like it and the cat will only smell like a salad until it dries.

If you can't find the proper shampoo in the store, then call your vet about this, and see if he can recommend something for you. I think all cats and dogs have at least some dandruff all the time, and depending on the season too. Hope this helps, good luck to you.

The cat may have a fungal infection of the skin causing this dandruff.  I would bathe it in dandruff shampoo, but make sure that you rinse it thoroughly.
