Much like humans, dogs can suffer from allergies as well unfortunately. I did foster a golden retriever dog once that had a flea allergy, and worse had an allergy to flea preventative medication. Took me and the vet awhile to come up with a workable solution - but once we found a good combination of things to use, keeping the fleas off him was easy and kept his allergy to the fleas away.
