You need at least 87.92 feet of fencing. I would go with 100 in case I am wrong or you screw up.

The circumference of the pool is 2πr, about 2*3.1416*14 ft = 87.9648 ft.
        _____
If you want a 6' walkway inside the fence around the pool, you will need 12π ft more fence, about 37.7 more feet, for a total of about 125.7 ft.

We are just so confused. If the radius is 14 feet then the diameter must be 28 feet and doesn't that mean the circumference is 56 feet?

The diameter multiplied by Pi gives the circumference. The diameter is twice the radius, as you know. Pi is about 22/7, so
        (22/7)*(28 ft) = 22*(28/7) ft = 22*4 ft = 88 feet.
