Basically, any large settlement needs lots of water. Even now any city uses nearby water, and when most of the world's cities were founded, it was essential to have water really close as it was hard to pump/pipe/transport it. So you will see that almost all cities and large towns have a river, or lake, or both.

In the old days you needed water for more than drinking! It was the main source of transportation coming and going!
Look at the big cities by natural bays and rivers, too!
