Have your dog examined by a veterinarian.  Swollen paws can be related to allergies, injuries (especially from overuse), and immune mediated disease.  It is unlikely that he has burrs in all paws.
Your veterinarian can help diagnose and treat your dog.  They will also be able to start him on tick prevention/control.  It is very important when removing ticks to get the entire tick.  There are some tick-born diseases that are zoonotic (can be transmitted to people).
You can try Benadryl at home.  The dose is 1 milligram per pound of body weight given by mouth three times a day.  Do NOT use the Cold and Sinus variety.

The swelling in the paws of the dog can be due to insect bite like honey bee, wasp, spider or even scorpion, thorn,  it can also be due to sharp injury and infection. It can be treated by using antiseptic lotions but it will be good to see Vit and get his treatment which might include antiallergy shots and antibiotics.

He could have burs in his paws.  He also might have contracted a disease from the Ticks. Ticks are very bad this year.  You should take him to the vet, and have him checked sounds like he needs a round of antibiotics, and also have the vet remove the ticks, if you cant do so urself.

You can get alcohol and put it on a cotton ball and saturate the area where the tick is and the tick itself.  The tick should back out of the skin.  Make sure you have tweezers ready and available should you need to grab the tick.  Good-Luck
