This could be the color of paint inside the car engine that has made the oil color white milky. In many cars the engine parts are painted so that they can avoid corrosions.

If I understand your description of milky, it is probably water mixing with your oil.
If that is the case, you could have a blown headgasket.
Assuming it's engine oil that you are looking at.
