There are different and interesting things you can do for your husband to make him the first move. Try to be somewhat reserve and if he shows interest and he wants to have sex you should first pretend that you're avoiding him. And he'd be interested automatically and he'll initiate it. Moreover sometimes send him romantic notes.

It's a matter of communication, try to talk with him, tell him the things that bothers you and makes you mad. Am sure he'll listen & soon he will realized his mistakes. & make some difference, try to be naughty and wild make him addicted to you! Make him want you! So that he will make the first move.

Some people are aggressive, some people are passive. I personally am passive. I am a man. I like to have the lady in a relationship strat things and make the first move. #1 it makes me feel like I am desired and wanted. I am not saying that I do this all of the time but it is what I prefer and am most comfortable with. Maybe your husband is the same way.
