You could ask your friends if they would be interested in joining your business, perhaps by asking the ones who have similar interests to what you are trying to set up. You could also try asking members of your family if they would like to join, providing that they are interested in what you are doing.
Placing adverts in your local paper or perhaps on a website would help. Carry out interviews like a proper business would and you could even design your own application forms or ask people to just send in a CV.
The internet is perhaps the best way to generate interest, so try joining a forum that is relevant to your business or you could even create your own and post job openings on there, asking people to email you if they are interested.
You need to make your business sound interesting enough for people to want to be interested enough to want to apply, so try writing out a detailed description of what your business involves and what duties you expect your staff to carry out.

This is a great question. I have owned businesses two different times and the first time my biggest mistake was hiring very young girls whose biggest concern was talking about who they dated the night before. I am not putting down all younger girls but in six months I had twenty some girls who came and went.
I now currently own three stores. I have hired women who have families and need to work. They like the job, and enjoy coming to work. They have sowed their oats and are ready to take life serious.
I have hired one daughter who manages my bookstore. She is dependable and serious and ambitious. It might be good to look at people who have similar businesses to what you would like to have and talk with them about how they got their help.
Some people say relatives and business is not a good idea. I strongly disagree with that. Just make sure when you hire someone they treat the business as if they own it . . .
