I just saw a separate annex address in la...a po box...is that the only mail he gets? Or can it come directly to jail.

All the letters that are sent on Jail address to a person imprisoned inside are delivered to the respective person by the jail authorities. Since you have also used the Jail's address, Kiefer Sutherland will definitely get your letter, provided if everything else remains under normal conditions.

The jail will first read the letter to see if the subject matter is suitable to be viewed by the inmate. If not then suitable you should receive letter from the jail stating what they did with it. If you don't hear from the jail then he got the letter. Good Luck!
