If my landlord has demolished my garage and dug up my garden will this count as a big enough change in the property to escape the contract or withhold rent payments.

Law varies from state to state and many things depends on your lease agreement. You need to study your agreement and then you would know what are the things which if landlord do, you could escape from the contract. But in my opinion, the garage and garden is the property of landlord and he can make changes in them.
