    The last step of the plan making is called plan execution. This requires;
    Government should be stable, honest, and constructive and could maintain law and order.
    The party in power must be sincere with the cause of development. It must be having spirit and enthusiasm so that the plan could be effectively implemented.

    There should be a vigilant opposition in the country which could have a proper say on the working of the plan. If the plan is not properly watched, the inefficiency, favoritism, red-tapism, corruption, black marketing and smuggling may disrupt the plan.

    The effective implementation of plan requires that administrative machinery must be efficient. In most of UDCs the plan failures are often attributed to the corrupt and inefficient machinery. The bureaucracy is aimed at maintain the so called law and order having nothing to do with the developmental role. These civil servants plays the role of king makers, indulge themselves in the politics, they are the masters rather then the servants of the masses. In such state of affairs, the plans are often prey to hazards and disturbances.

    Most of the UDCs are furnished with the defective social and political set-up, favoritism, corruption and bribery. Here on the basis of favoritism and political pressure even those projects are selected which do not have any economic feasibility. This situation highly obstructs the role of the planners in the formulation of plans.
