    Could be different things. There is no substitute for a trained mechanic taking a look at it. Worth the expense, given the way this could be wearing out the engine early.

    This thread suggests that the throttle position sensor (on a '92 Cougar) could cause the problem. Has to be adjusted manually.

    This thread mentions a 1989 Cougar which started to idle very high after the engine was steam cleaned -- kind of a no-no with computer-controlled engines. The solution would be to take apart the wire connections and get everything dried out properly.

    There are a lot of mentions and stories on the Internet about these cars idling high, rough or even too low; seems to be a systemic weakness in the engine. Just something you'll have to expect it to be tempermental about, I suppose.
