It is in the opinion of many: a very dangerous phenomenon. It refers to the extra judicial proceedings which allow the transfer of suspects from one state to another. It also involves the use of Torture by Proxy. Suspects for instance can be transferred to third countries which are known to be, to put it mildly, barbaric. For instance most of the close allies of the United States in the developing world are run by despots or dictators.
In most cases such as Pakistan, Saudi Arabia and Morocco these puppet regimes, like the Shah in Iran, are not elected or supported by the general populace. To stay in power these regimes routinely indulge in torture and other form of repressions which the United States tacitly condones. All America needs to do is send its suspects to these countries to be interrogated and voila. He who sings in disaster regrets all his life thereafter.
