What Should I Feed A 4 Month Old Toy Chihuahua If She Doesn't Like The Hard Dog Food?

She will not eat the dry dog food she was given. I have tried the Iams and the Purina

    Add water to the dry food and make a gruel.  You can also warm this gruel up to make it more palatable.  Canned food is always an option too.  If you can get her to eat dry it will be better in the long run.  Keep in mind that toy Chihuahuas are very small dogs and a few kibbles is a meal for them.  With puppies, especially small breed dogs, try to feed multiple (3-4) meals a day until they are 6-8 months old then start feeding twice daily.  
    If your dog is showing any other signs have her examined immediately by a veterinarian.  You can also discuss your concerns with your veterinarian at her last puppy vaccination appointment or when she is spayed.

    You can also try adding fresh garlic to the food to entice her with smell, and when fed over time it can act as a natural bug repellant for her.

    Do not feed Garlic to this little dog. It can be toxic to dogs but is dose dependent--you will note garlic listed as an ingredient in some dogs foods and it is used in a very small amount. However your dog is very small so it will take much less to cause problems. If you are looking to tempt her appetite via smell I would use canned food, or gravy formulated for dogs. Gravy for human consumption in small amounts may be ok if it does not contain a large amount of garlic or onions (also toxic and it takes less to cause problems).

        My chi does not eat her plain hard dog food, so I soak it in some chicken broth.  I also make her meals of canned chicken mixed with cooked oatmeal or cottage cheese.  Sometimes I add baby food carrots to that.  She also likes canned dog food, but I read that can be hard for them to digest.  Her favorite by far is the chicken dish.  Her coat has gotten thicker and softer.  I notice a big difference when I prepare her fresh meals.
