Why? Is it obstructing your view? Never heard of one too high.... Unless it is beside road and a danger because you can't see traffic. In that case should be able to talk to neighbor and get it taken care of.... If they are not willing to shorten it, you could contact local law enforcement and they can have the hazard removed. If you are just upset that you cannot now watch your neighbor..... Get a ladder. ;-)

You need to go to your neighbor and ask very politely if he, or she, will please prune it back, it was probably grown for privacy or to cut down on noise.
