What Is The Federal / Constitutional Law About Naming Children?

Answer Question

ER, I don't think there's anything in the US constitution about it.  Actually, I'd stake money on that.

Ditto Fed law.  Assuming what you mean is, restrictions or rules about what names can go on birth certificates.

By and large it's the sort of matter handled by local government and any regulations there.  Some really awful names have been put down on US birth certificates.  Real life Examples:

Loser (discussed in the book Freakanomics)
Candida (this is a venereal disease)
    Pual
    Skot
    Kakob
    Fernanda
    Wadine (parents=Wade+Maxine)
    DeVodka
Velveeta (a brand of cheese spread)
    Loinsworth
    LaPleasure
    Malarea (said like "Malaria")
    Unique
    Orange'Jello
    Lemon'Jello

The French have pretty strict rules about Christian names.  Many countries you can only give the child a surname (last name) legally used by one of the parents.  But in much if not most of the USA the child can have a completely different surname from the parent, as well as a completely made up and possibly slightly rude first name.
