People do differ, but most people can't survive past -40F. This is because of the fact that the air is so cold the moisture in your lungs freezes to the lung. This damages your alveoli and causes your lungs to bleed (along with other symptoms), making for a rather painful death. This only applies to someone that is breathing without any protection around their mouth and nose. Its best not to be outside at those temperatures.
