Since not all martial arts have been pitted against each other, and since they are constantly evolving, it's probably impossible to say for certain at this point. Each has its strengths and weaknesses. I would say the most popular are Tae Kwon Do, Jiu Jitsu, and various forms of Karatedo, but there are dozens of art forms from dozens of other areas on the world, like Spetznaz and Krav Maga. I suppose the best proven martial art is the one you're most interested in and dedicated to.

Taekwondo is considered the most popular but I don't believe any martial art is "the best". It depends on you and what your natural abilities are.
