It is normal for dogs to have small amounts of brown, white, or clear discharge from the eyes 1-3 times a day.  This is dirt, debris that the tears have cleared from the eye.  It is like when people wake up and have small crusts at the corner of their eyes.  Some dogs have chronic (long term) brown or clear discharge--Shih Tzu for example.  If you have a breed prone to this-discuss the condition with your veterinarian to rule out any medical causes and make sure it is normal.
Any discharge from the eye that is green or yellow is consistent with conjunctivitis--this is a superficial bacterial infection.  It can spread between eyes in an individual dog but is not contagious to other dogs in the house nor to people.
Conjunctivitis can also be associated with upper respiratory infections or kennel cough.  Since your puppy is not coughing, sneezing, or having nasal discharge this is unlikely.
Have your dog examined by a veterinarian.  An anti-biotic safe to use in the eyes will be prescribed.  They may want to do a Fluorescein stain to make sure the cornea (outer surface of the eye) has not been scratched.
At home to clean the eyes use a soft cotton ball and warm water.  Do not use any kind of facial cleaner, or make up remover.  The eyes are sensitive and many chemicals that are fine for the skin can damage the eyes.

It could be conjunctivitis which you can get very easily and it can spread too if not kept under control  you need to bathe your puppys eyes with cosmetic pads soaked in previously boiled water gone cool do this several times a day and if you see no improvement say after three days you will need to take your puppy to the vet for something stronger to heal this good luck
