Generally, USA Immigration will grant you tourist visa when you give proof that you will leave USA at, or before your tourist visa expires. This proof could be real estate you own, or business you own in Spain, or maybe wife, children, etc... Who would suffer if you don't return. Filipinos coming to USA have a reputation of staying in USA illegally when tourist visa had expired; also known as T-N-T (tago nang tago).  My source = X-GF was Filipina who was eager to marry, till I learned she had expired tourist visa and was adviced to marry an American to qualify for citizenship.

I do believe that you need a visa to enter a different continent. When I go to Europe, they employees at the airplane stamp my passport with a visa.
