There is no single person responsible for creating the internet. The internet evolved over many years to what it has become today. However, the people collectively responsible for the creation of the internet can be described in the following steps.
ARPANET is thought to be the network of computers, which lays the foundation to the internet as we know it. ARPANET was a division of the US Defense and it was developed by Bolt Beranek and Newman. They were the first to implement the concept of connecting multiple computers together and try to develop some form of communication between them. The network, however, was limited to a LAN (Local Area Network) type setup. They created TCP/IP, which was the first type of protocol ever developed. It was basically a set of rules to define how computers with different operating systems would interact with each other.
After this type of network became popular, it was mainly used within companies for their employees to communicate to one another through email. Universal email could not be developed then because of all the different telephone companies and their different types of telephone systems. Universal email was born in the 1990s by a man named Ray Tomlinson. He created the first email address using the '@' sign, which would allow everyone on different networks to email each other.
Finally in 1991, the truly worldwide internet, not limited to only emails, was introduced. This was created by Tim Berners-Lee. He invented the term 'www' for world wide web, and also the 'http://' address that we use everyday. The concept of 'links' on a web page was created by him. This was the last big breakthrough in internet technology, to form the internet as we see it today.
As you can see, the internet was not created by any one person, but by the inventions of all these people together over a long period of time. One last thing is that Al Gore claims he is responsible the birth of the internet, which is true in a way because he passed bills and legislation when the internet idea was catching on, to help the process along. But that doesn't make him the creator either. He is just another person who played a part in its birth.
