Teramo is in the Abruzzi region, and you should allow about two hours to get there by car you can hire a car in Rome but if you are not used to driving on Italian roads you could get horribly lost and maybe even squashed.
There are trains leaving from Roma Termini you could go onto the Italian website for the state railways called www.ferroviedellostato.it There will be
other options like buses but it will be time consuming to find the point of departure in Rome and it may involve
    changes.
If you can brave driving, maybe you are seasoned American driver who is used to driving on the wrong side of the road,
then all the normal car hire companies have a presence in Italy. Avis, Hertz, Budget. Your receptionist at
the hotel will be able to book it for you in Italian.Contrary to popular opinion few Italians can speak English which can make car hire stressful, use the trains that way you can enjoy the view.
    Happy holiday!
